    I have tried Googling and some of what I'm seeing is old, but there seems to be a program out there to download for the E911 testing (not sure if that's a paid fee based download or like an application) and, the TEMS I checked into looks promising. Site moved from the old url they gave in the Google search but you can click the new url and type in TEMS in the search box, you'll get a listing of news around it. Looks like there's quite a bit of information on the site for TEMS.
